This is Taph. He is one of the devil executives who helps run the service industries in Hell, he is currently the Director of Soot and Molten Resources.
Since a workplace accident of falling into one of the Soot Recycling Vats during a workplace inspection, Taph has developed an obsessive compulsive habit of always needing to be clean. He often sits in his office in a towel having just coming from or going to another shower and has a nervous tick in his right eye.
